The State of California has a housing crisis which has caused the price of homes to rise steeply making the state unaffordable. According to the California Department of Housing and Community Development approximately 180,000 homes need to be constructed per year through 2025 which has lawmakers finding ways to simplify the approval process for multi-family housing throughout California.
Governor Brown signed new housing legislation, Senate Bill 35 (SB35), on September 29, 2017. SB35 changed the local review process for certain development projects by establishing a streamlined, ministerial review and approval process if they meet objective planning standards.
The City of Alhambra has created a Project Eligibility Questionnaire to help applicants determine if their project qualifies for SB35. The questionnaire will provide instant feedback based on the answers provided. If any of the answers do not align with the requirements under Government Code Section 65913.4, then the project is not eligible for the SB35 ministerial streamlining process.
