The Los Angeles County Board of Supervisors has created the Small Business Recovery Loan Program, administered by the Los Angeles County Development Authority (LACDA). The loans will be made available through the County's existing Economic Development Administration (EDA) Loan fund as the primary source of funding. Any for-profit business with 25 or fewer employees located within the unincorporated Los Angeles County or city participating in the County's Community Development Block Grant Program is eligible. Loan proceeds may be used for working capital, including payroll or rent. To obtain an application, visit the LACDA website. LA County has just launched a centralized call center and website providing free, one-on-one counseling and support for business owners and workers who have been adversely affected by the ongoing COVID-19 public health crisis.

The SBA is offering disaster assistance loans for up to $2 million for small businesses affected by the coronavirus. These low-interest loans are available to businesses that have sustained "substantial economic injury" due to the spread of the coronavirus. Employers can apply for the Unemployment Insurance (UI) Work Sharing Program if reduced production, services, or other conditions cause them to seek an alternative to layoffs. Find EDD details online.
Employers experiencing hardship as a result of COVID-19 may request up to a 60-day extension of time from the Employee Development Department (EDD) to file their state payroll reports and/or deposit state payroll taxes without penalty or interest. A written request for an extension must be received within 60 days from the original delinquent date of the payment or return.

The Treasury Department and IRS just announced a three-month delay for any tax payments owed up to $1 million. You'll still need to file your returns by April 15, 2020, but will have until July 15 to pay.
