  Investigations Division

Hours of Operation:
Monday/Friday, 6 a.m.-6 p.m.

Investigative Services Division personnel
are responsible for investigating reported
criminal activity, identifying/apprehending
criminal suspects, assisting in the
prosecution of criminal offenders
and recovering stolen property.

The Investigative Services Division
comprises five functional units under
the command of a Police Captain and
are as follows: Detective Bureau;
Special Enforcement Unit; Property
Unit; Counseling Unit; and Crime
Analysis.

Detective Bureau:
The Detective Bureau comprises detective and support staff and is supervised by a police sergeant. Detectives are assigned specific caseloads under one of two general categories: Crimes Against Persons and Crimes Against Property.

Crimes Against Persons caseloads include the following  specific criminal activities:

- Robbery/Homicide - Elder/Child Abuse

- Assaults

- Domestic Violence - Sex Crimes - Weapons Violations

Crimes Against Property caseloads include the following specific criminal activities:

- Forgery/Fraud - Elder Financial Abuse

- Residential/Commercial Burglary

- Identity Theft - Grand Theft Auto - Grand Theft

The complexity of modern criminality requires detectives be trained and knowledgeable in all the specific types of criminal activities in each category. Investigative Services personnel conduct all aspects of criminal investigations:
 
Civilian, non-sworn support personnel, comprising one Police Service Officer and one Police Cadet are responsible for investigating the following types of criminal activities:
 
- Misdemeanor Adult Crimes - Annoying/Harassing Telephone Calls

 

- Alhambra Municipal Code Violations - Vandalism

They also assist by performing the following tasks: Subpoena Service, Photo Lab Duties and Court Liaison.
 
An assigned uniform patrol officer will conduct an initial investigation, writing a report on the circumstances of the crime, pertinent facts, witness statements and listing physical evidence at the scene. Cases are prioritized for investigative follow up based on the severity and nature of the crime and the presence or absence of workable leads. Current investigative skills, techniques and technical resources are used to identify, locate and apprehend criminal suspects, recover stolen property and provide prosecutors with criminal cases that will culminate in successful prosecutions.

Special Enforcement Unit -  S.E.U.
S.E.U. comprises  detectives assigned to specific caseloads that involve all gang-related criminal activity, vice, narcotics, criminal intelligence and alcohol-related crimes and is supervised by a police sergeant. The unit works with county, state and federal law enforcement agencies. Gang enforcement officers assigned to the Field Services Division work in partnership with SEU conducting monthly enforcement operations focusing on criminal gang activity, parolees, and those on active probation.

One S.E.U. detective is assigned to the Los Angeles Interagency Metropolitan Police Apprehension Crime Taskforce (L.A. IMPACT). The detective works with sworn law enforcement personnel from county, state and federal agencies investigating and apprehending criminal suspects involved in narcotics trafficking.

Property Unit:
The Property Unit, staffed by a Property Clerk, annually processes on average 5,000 items of property and evidence booked into the property system annually. Items are logged, inventoried. Tens of thousands of pieces of property are maintained in the Property Unit. The Property Clerk is also responsible for releasing and disposing of items pursuant to applicable law.

Persons seeking the return of any item(s) booked into the Police Department's Property Unit should contact the Property Clerk at (626) 570-5148 to make an appointment for pick up. Pick-up times are: Monday through Friday from 7 a.m. to 11:30 a.m. and 1:00 p.m. to 2:30 p.m.

Counseling Unit:
The Alhambra Police Department is one of only a very small number of law enforcement agencies of comparable size to offer professional counseling services to its community. The counseling services are offered to those who have been victims of criminal activity or to those whom it might benefit. Professionally-trained counselors provide referral services and counseling on issues that include substance abuse, delinquency, parenting skills, child physical/sexual abuse and domestic violence.

Crime Analysis Unit:
The Crime Analysis Unit provides detailed statistical data and analysis concerning criminal activity occuring within the City of Alhambra giving the Police Department information on crime trends, patterns, and crime locations.  Crime Analysis enables officers to direct their patrol efforts to areas where crimes are being committed resulting in crime prevention and criminal activity suppression.
