Landlords and Property Managers of tenant-based housing are invited to participate in a free Crime-Free Multi-Housing Seminar that will provide all the tools necessary to screen tenants, deal with tenant problems (including eviction), and profitably manage clean and crime-free housing.

The principle purpose of the program is to make safer and more profitable rental housing communities by keeping away drugs, crime and criminals. The program has proven to be extremely effective in reducing calls for police services at residences involved in the program. The main benefits of joining the program include improved personal safety for tenants, landlords and managers; a more stable and satisfied tenant base; lower maintenance/repair costs; and increased demand for rental units.

How to Participate in the Certified Crime-Free Multi-Housing Program 

The certified Crime-Free Multi-Housing program utilizes a unique three-part approach to ensure the crime prevention goal of safer, cleaner properties, while maintaining a friendly environment.

  1. PHASE ONE involves an 8-hour seminar hosted by the Alhambra Police Department. The classroom-style instruction includes topics on property management, tenant screening, learning your rights and responsibilities as an owner/manager, problem-solving solutions to legally restablish control of your rental property, the eviction process, and improving your working relationship with law enforcement. Participants learn the minimum standard for securing the safety of their complex at very little expense. Instructors include the Alhambra Police Department, the Apartment Association of the Greater Inland Empire, the Southern California Housing Rights Center, certified property managers and practicing legal attorneys specializing in tenant/landlord law. The seminar and all instruction material are free of charge. During the seminar a continental breakfast and lunch are included free of charge.
  2. PHASE TWO involves certification that the rental property has met the security requirements for tenant safety. This phase includes a security assessment of your property for the use of proper locks on doors and windows, as well as adequate lighting in carports and other common areas.
  3. PHASE THREE requires owners/managers to host a tenant's meeting with the majority of their residents. This meeting is similar to a Neighborhood Watch meeting whereby residents are taught how to reduce opportunities for criminals and to identify and report criminal activity.

When all the phases are completed, the Alhambra Police Department will certify the property as an active participant in the Crime-Free Multi-Housing Program. This certification will allow the landlord and property manager to use this certification in its advertisements. APD will also provide the landlord/property manager with a free, metal Crime-Free Multi-Housing sign to be posted on the property.
