Responsibilities of the Finance Department:

  • Controls the City's financial operations through specific functions that include accounting, animal and business licenses, animal control issues, banking, billing and collections, bus pass/tokens, cashiering, payroll, treasury management and warehouse operations.
  • Works in conjunction with other municipal departments to develop an annual budget (approved by the City Council)
  • Prepares other reports required by law, such as the State Controllers Report and Comprehensive Annual Financial Report (CAFR).
  • Oversees investment portfolios of the City and the Alhambra Redevelopment Agency.
  • Finance Director serves as Treasurer and Controller of the Cal State LA Metro Link Station Authority (a joint-powers authority between Alhambra, Los Angeles, Monterey Park, County of Los Angeles, and California State University, Los Angeles).

Additional responsibilities of the Department:

Business License
The City of Alhambra requires a business license for all businesses (including rentals) located within the City and for contractors doing business in Alhambra. A Business License Application Form is available on-line and may be filled out and submitted by mail or in person to the Finance Department. Once your business license application is submitted, it will be reviewed and assigned a license number. Once all approvals have been made, a Business License Tax Certificate will be issued. Most business licenses are issued for a 12-month period, to be renewed each year within 30 days of expiration to avoid penalties and interest charges. MTA Rail/Bus Tokens & Income-Qualified Bus Passes
Tokens for use on Metro Rail buses and Metro Rail can be purchased at the main counter of the Finance Department. Each bag contains ten tokens at a cost of $12.50.

The City of Alhambra provides a subsidy program for MTA bus passes that are available to qualifying low-income Alhambra residents. The following chart provides subsidized bus pass fare information for low-income, seniors/disabled, and students (kindergarten-12th grade and college/vocational students). Passes are sold from the 25th of the month to the 10th of the following month. To qualify, the resident must provide proof of Alhambra residency and eligibility (i.e., valid school I.D. for students, proof of age for senior citizens age 65 or older, Medi-Cal card, SSI, I.H.S.S., ATD, General Relief, AFDC or current tax return). Once the resident qualifies for the program, a photo identification card is issued. The card is the resident's proof of qualification in the program and must be presented each month when purchasing the monthly pass. A yellow card is given to seniors; non-seniors receive a blue card. Non-seniors must also obtain a card from the MTA. A sticker is placed on the MTA card indicating that the individual has paid for a particular month.

The regular Metro base fare is $1.35.

Dog License - Renewed Annually
The City of Alhambra processes requests for animal licenses handled by the County of Los Angeles Animal Care and Control Division for dogs four months and older.  The owner must come to the Finance Department Customer Service counter for processing and payment of fees. The fee is $30 per year for a non-spayed or non-neutered animal and $15 per year with a Certificate of Sterilization. If the pet owner is a senior citizen (60 years or older), the fee is $7.50 with proof of sterilization and owner's age (i.e. driver's license). While senior citizens are required to pay the fee, it is possible to qualify for a refund upon approval of the Revenue Manager. All new animal licenses expire one-year from the date of issue. A $20 penalty fee is charged for failure to license a dog or cat when the license lapses beyond the expiration date or the pet was not previously licensed as required by law.

Animal Control Services/Traps
The City of Alhambra contracts with the County of Los Angeles for Animal Control services. Any complaints or issues made to the City concerning animal control issues are redirected to the County (562) 940-6898. The Finance Department offers free animal traps (with an $80 deposit by check, cash or your Visa/Master Card plus the following completed form) that can be used for up to five working days from the day the deposit is paid. However, extensions may be granted with a telephone call to the Finance Department. With return of a clean trap, the deposit will be processed for refund. After five days there will be a $3.00 late fee for each day after the one-week period.

Parking Citations 
For parking citations received within the City of Alhambra, you can call 1-877-236-2947 to pay by credit card or you can pay online by credit card 24 hours per day. You can also stop by the City Hall - Finance Department. To contest a citation, you'll need to request an Administrative Review within 21 days from the date of issuance of the citation or 10 days of the mailing of the Late Notice. To request a review, you'll need to do it in writing, or stop by the Finance Department Customer Service counter, or call the Finance Department at (626) 570-5020. Yearly Parking Permits

Temporary Overnight Parking Permits are obtained from the "Parking Permit Dispenser" installed in the front lobby of the Alhambra Police Department, located at 211 South First Street.
