  West Main Street Corridor Final Master Plan
and Environmental Impact (EIR) Report


The West Main Street Corridor Master Plan, approved by the City Council on September 11, 2006, is a framework for the redevelopment of Downtown Alhambra between Garfield Avenue and Atlantic Boulevard, within the existing “Industrial Added Area A” redevelopment area. The Master Plan identifies key redevelopment opportunity sites and proposes public domain improvements for the creation of a mixed-use district. The Master Plan would redevelop West Main Street through the establishment of a mixed-use/financial district; introduction of housing and professional office space; pedestrian circulation improvements; creation of an identifiable visual character for West Main Street; and public infrastructure improvements. Sites 4, 5, 6, and 7 are proposed for redevelopment under the Master Plan at this time.

Site 4 - North Side of Main
between Fourth & Fifth Streets

Site 4 encompasses the properties on the
north side of West Main Street between
Fourth and Fifth Streets (401-419 W. Main;
5-11 N. Fourth; 425 W. Main; 433-437 W.
Main; 445 W. Main). It encompasses
eight parcels and a public alley (which
includes a City-owned parking lot and a
City-owned vacant lot).

- Site Area: 1.6 acres
- Proposed: 5-story mixed-use 
- 90 residential condominiums
  (max. 2 bedrooms/unit)
- 22,679 SF Commercial Space
- Number of Office Condo Units: 90
- Parking: 398 at grade & subterranean
- Estimated Project Value: $51,803,700

 

Site 5 - South Side of Main    
between Fourth & Fifth Streets 

Site 5 is located on the south side of West Main Street, opposite Site 4 (410 W. Main). It is a
single parcel occupied by the former
Alhambra Public Library.
 
- Site Area: 2.1 acres
- Site Purchase Price: $9.14 million (J. H. Snyder Co)
- Approved for a five-story mixed-use development 
- Up to 144 residential condominiums: 
  (max. two bedrooms/unit upper four levels)
- Approximately 11,000 SF commercial
   space: (retail/office units for lease)
- Number of Office Condo Units: 144
- Parking: at grade & subterranean
- Estimated Assessed Value: $75,000,000

          
Site 6 - NE corner of Main & Third

Site 6 encompasses five parcels, a public
alley, and a City-owned parking lot (229, 239
and 249 W. Main) 
 
- Site Area: approx. 1.2 acres
- ARA currently owns 231, 239 and 249
  W. Main and is in the process of
  acquiring the second and final
  property to complete the Site
- Proposed: 4-story mixed use
- 94 residential condominiums
  (81 1-bedroom, 13 2-bedrooms)
- 5,000 SF commercial space
- Number of Office Condo Units: 94
- 253 parking spaces
  (2 levels of subterranean) 
- Estimated Project Value: $48,500,000 
Site 7 - South Side of Main
between Third & Fourth Streets

Site 7 encompasses a portion of Third Street
and public alleys (300 W. Main). The project
also anticipates the closure of Fourth Street
to through traffic approximately 300 feet
south of Main Street.
 
- Site Area: 2.3 acres
- Proposed: 5-story mixed-use
- 140 residential condominiums
- 21,500 SF commercial space
- Number of Office Condo Units: 140
- 713 parking spaces
  (at grade & subterranean)
- Estimated Project Value: $76,459,000

 RESOLUTIONS & AGREEMENTS APPROVED BY THE CITY COUNCIL

Resolution No. R2M6-24: A Resolution of the Alhambra City Council adopting
Findings of Fact, establishing a Mitigation Monitoring and Reporting Program,
adopting a Statement of Overriding Considerations and certifying an Environmental Impact Report for the West Main Corridor Master Plan and General Plan
Amendment 06-6 and making findings in support thereof; and
 
Resolution No. R2M6-28: A Resolution of the Alhambra City Council amending the
Land Use Element of the Alhambra General Plan to create the Downtown Specific
Plan Overlay Land Use Designation; and
