             RESOLUTIONS & AGREEMENTS APPROVED BY THE CITY COUNCIL
                            CONCERNING THE WEST MAIN STREET CORRIDOR

On September 11, 2006, the Alhambra City Council approved the West Main
Corridor Master Plan Project, including Master Plan, Final EIR Certification and
General Plan Amendment. These include:

  • Resolution No. R2M6-24: A Resolution of the Alhambra City Council adopting
    Findings of Fact, establishing a Mitigation Monitoring and Reporting Program,
    adopting a Statement of Overriding Considerations and certifying an Environmental Impact Report for the West Main Corridor Master Plan and General Plan
    Amendment 06-6 and making findings in support thereof; and
     
  • Resolution No. R2M6-28: A Resolution of the Alhambra City Council amending the
    Land Use Element of the Alhambra General Plan to create the Downtown Specific
    Plan Overlay Land Use Designation; and
     
  • Resolution No. R2M6-1000: A Joint Resolution of the Alhambra City Council and
    the Alhambra Redevelopment Agency adopting the City of Alhambra West Main
    Corridor Master Plan

The Council also approved proposed plans for Site 5 as follows:

  • Resolution No. R2M6-29: A Resolution of the Alhambra City Council approving a
    sale as part of the Disposition and Development Agreement between the Alhambra
    Redevelopment Agency and J.H. Snyder Group, LLC concerning approximately 2.1
    acres owned by the Agency in the City of Alhambra located between Fourth and Fifth Streets on the south side of Main Street (former Library site) in accordance with
    California Health and Safety Code Section 33433, and making findings in support thereof.
     
  • Resolution No. R2M6-30: A Resolution of the Alhambra City Council approving the
    Fifth and Main Street Specific Plan
     
  • Minute Order No. M2M6-515: Approval of a Disposition and Development Agreement,
    by and between the Alhambra Redevelopment Agency and J.H. Snyder Group, LLC
    for the real property located between Fourth and Fifth Streets on the south side of Main
    Street.
     
  • Second Reading: A zone change ordinance for the Library Site to "Fifth and Main
    Specific Plan" was approved at the Council's September 25, 2006 meeting.


PROJECT LOCATION-SPECIFIC:  As approved by the City Council on September 11, 2006, the proposed Master Plan encompasses West Main Street between Garfield Avenue and Atlantic Boulevard in the City of Alhambra. Four sites were presented for redevelopment within the Master Plan district:

* Site 5: For purposes of the DEIR, impacts associated with a project consisting of 144 residential condominium units, 9,190 sq. ft. of commercial space and 399 parking spaces were studied. However, the J.H. Synder Group has since submitted a refined, less intense, project proposal which is discussed in detail under a separate report for the Planning Commission's consideration on August 7, 2006.

*** The Draft EIR studied the original two block area comprising Site 7 (3.4 acres). The numbers presented represent the deletin of the eastern block of the Original Site 7 per the City Council's decision on August 7, 2006.

PROJECT DESCRIPTION: The City of Alhambra proposes to implement the West Main Street Corridor Master Plan, a framework for the redevelopment of Downtown Alhambra between Garfield Avenue and Atlantic Boulevard, within the existing “Industrial Added Area A” redevelopment area. The Master Plan identifies key redevelopment opportunity sites and proposes public domain improvements for the creation of a mixed-use district. The Master Plan would redevelop West Main Street through the establishment of a mixed-use/financial district; introduction of housing and professional office space; pedestrian circulation improvements; creation of an identifiable visual character for West Main Street; and public infrastructure improvements. Sites 4, 5, 6, and 7 are proposed for redevelopment under the Master Plan at this time.

Site 4 encompasses the properties on the north side of West Main Street between Fourth and Fifth Streets. It is 1.60 acres in size and encompasses eight parcels and a public alley (which includes a City-owned parking lot and a City-owned vacant lot). Site 5 is located on the south side of West Main Street between Fourth and Fifth Streets, opposite Site 4. It is 2.10 acres in size and is a single parcel occupied by the Alhambra Public Library. Redevelopment of Site 5 would require temporary relocation of the library to the Granada Park Gymnasium, 3.25 miles southwest of the present library, until completion of the planned new library in 2008. Site 6 occupies the northeast corner of West Main Street and Third Street. The site is 1.20 acres and encompasses five parcels, a public alley, and a City-owned parking lot. Site 7 is located on the south side of West Main Street between Third and Fourth Streets. It is 2.3 acres and encompasses a portion of Third Street and public alleys. The project also anticipates the closure of Fourth Street to through traffic approximately 300 feet south of Main Street.
